I can't log into the dashboard and neither can anyone else at my company. Data synced to your account may still be stored in the Microsoft cloud and can be cleared from the Microsoft privacy dashboard. From AD Dashboard: Users -> Click Name -> Licenses -> Click the licesnse that provides theexchange mailbox (E3, E1, A1, Business, etc). You could try removing the email option from their license, best from Azure Active Directory. Removing the profile from Microsoft Edge settings will permanently delete browsing data stored on the device like browsing history, favorites, form fill data, and passwords. Office 365 mailboxes in Exchange Online are synced tightly to the Office 365 User account. This disables the task that schedules the running of Microsoft Office Upload Center. Right-click on this task and then click on Disable.

I've already looked through the privacy link you sent and the closest I can find is this: I need to be able to delete these administratively. This is company information that can contain favorites, history, passwords, etc. I'm not going to sign in as someone and then go to Edge and manually delete everything. But how do I get at them in the cloud? In an O365 enterprise environment we will end up with piles of orphaned data from hundreds of old users.
